2020 is a very special year. The impact of this year’s events may extend over many decades.
The beginning of 2020 was marked by the March of coronavirus infection around the world. The beginning of 2020 was marked by the procession of coronavirus infection around the world. Borders of States were beginning to close down and air traffic between them was restricted. The world was also shaken by other events that followed each other, leaving not even the opportunity to “take a breath”. Another historic event should be noted: on July 1, 2020 (for the first time in 27 years), a Referendum was held on the Constitution of the Russian Federation, whose amendments affected all spheres of society.     The COVID-19 pandemic has had a significant, mostly negative impact on the higher education system: the pandemic has put universities in difficult conditions, forcing them to adapt to current events in the shortest possible time, spend significant funds for accelerated digitalization, and make decisions often without taking into account possible consequences. Especially in this situation, students with disabilities and disabilities have suffered, for a significant part of whom the unavailability of traditional methods of contact training can lead to the collapse of the formed skills and abilities. Now more than ever, universities and responsible government agencies must control the situation, improve the regulatory framework for inclusive education, and develop effective tools for solving emerging problems. Within the framework of the Round table, it is proposed to discuss mechanisms for improving interaction between universities, the RMC network and partners, Executive authorities of the subject of the Russian Federation, and employment service agencies in order to more effectively implement programs to support young people with disabilities in obtaining professional education and assist them in subsequent employment.

Global risk is an uncertain event or condition that, if it occurs, could have a significant negative impact on several countries or industries over the next 10 years. In international practice, there are two main ways to assess global risks: • in terms of the probability of an event occurring; • in terms of the impact of the event, if it occurs. The analysis of the main social processes allows us to conclude that all of them are aimed at creating favorable conditions for human activity. The desire of peoples for their development testifies to the strengthening of relationships between them, to the transformation of humanity into a single system complex. Western civilization has exhausted the resources of its own development and is entering the stage of"parasitic existence". The risk-oriented strategy for the development of human civilization is mainly based on the scientific heritage of the great Russian scientists V. I. Vernandsky, N. N. Moiseev, D. S. Lvov and many famous Russian and foreign scientists. The accumulated knowledge about the features of co-evolution of man and nature is the basis for the development of the noospheric paradigm of the development of the civilization of risks and knowledge.     The year 2020 was marked by a major constitutional reform in Russia. It affected almost all the institutions of constitutional law, starting with the mechanism of organizing public power in the conditions of federalism and a mixed Republic, realization of the legal and actual sovereignty of the Russian Federation, and ending with the spiritual and cultural foundations of Russian state life. Issues of implementation of new provisions in the context of changing the current constitutional legislation and bringing it into line with the constitutional novellas are of particular relevance at the present time. At the round table will be discussed various aspects of the implementation of amendments to the Constitution in law-making and law enforcement practice, the operation of constitutional norms in view of the tasks of socio-economic development, as well as topical issues of improving the international legal order.
