The 2020 is a very special year, and its impact can be extended over many decades.
The beginning of 2020 was marked by a worldwide March of coronavirus infection. Chinese city Wuhan become the capital of coronavirus epicenter. Very soon, the pandemic has spread to Europe, the United States of America, the Russia Federation, and many other countries around the world.
Many borders, including land borders, were closed, and all international and domestic flights had been suspended. The restrictions ordered most workplaces to close and require residents of many states to remain inside their countries and even their homes.
Due to the restrictions over coronavirus fears, parade marking the 75th anniversary of the victory in World War II in Moscow was postponed to June 24, 2020.
The world was shaken by other events that occur in sequence, without even leaving a chance to “take a breath”.
Another historic milestone should be noted: on July 1, 2020 (for the first time in 27 years), a Referendum was held on the Constitution of the Russian Federation, and its amendments affected all spheres of society.
Thus, our Forum includes the totality of all the pressing issues of this significant year.
The purpose of the forum:
to support international research and development activity of university teachers. To develop and justify practical mechanisms for effective regulation of discussed problems.
The status and participants of the Forum
The event of international level, involving representatives of the state government bodies and the Russian Academy of Sciences, leading Russian and foreign experts, PhDs and Doctors of Science, postgraduate students specializing.
The Forum consists of the plenary session and round tables.

"Pandemics and their consequences – how migration will be changed in the world and Russia after the Coronavirus outbreak?"
At present, it is clear that the coronavirus pandemic will change our lives. The spread of COVID-19 was significantly influenced by visitors from other countries. Pandemic has affected educational systems worldwide, leading to the total closures of schools, universities, and colleges; public events were canceled, and whole cities were closed for quarantine. Due to the coronavirus outbreak many countries include Russia have closed or imposed temporary restrictions on the entry of foreign citizens. Small and medium-sized businesses are on the front line of this crisis. Experts admit that the refusal of meetings, trips and handshakes may become a normal phenomenon in the future. However, the consequences of the pandemic will not be limited to this. It is impossible to predict how the pandemic plays out, how to optimize the state migration policy and management of migration processes in this situation?
"Transport in conditions of self-isolation of States: state, problems, prospects".
The self-isolation of States and regions has disrupted the usual transport links. Global production and consumption have made major changes to the transport business. In Russia, losses in the transport sector will amount to hundreds of billions of rubles. The aviation almost stopped to zero. All transport operators, • in terms of the probability of an event occurring; • in terms of the impact of the event, if it occurs. The analysis of the main social processes allows us to conclude that all of them are aimed at creating favorable conditions for human activity. The desire of peoples for their development testifies to the strengthening of relationships between them, to the transformation of humanity into a single system complex. This complex is contradictory and largely develops spontaneously, but the tendency to solve complex, global problems through the joint efforts of peoples is clearly evident.
"Coronavirus and its impact on new trends in the economy and politics of individual countries".
The spread of the coronavirus sharply raises the question of what trends will be in the world economy in the future. Many international experts believe that under these conditions, the economies of those countries whose economies are more isolated from world economic relations will benefit, rather than those that are more "globalized" and will suffer more serious economic losses in the future. In this regard, the question is acute: which economic trends will prevail in the global economy in the near future, reasonable regionalism or globalization? Is it possible for the world economy to return to its previous development trends? Will there be confidence in the global economy? Will the world economy save trust to herself? What is the responsibility of national governments and international organizations for trust in the global economy? How will regional economies change and will new trends emerge?
"Inclusion in Russian society in the conditions of COVID19: normative regulation and interaction mechanisms"
The COVID-19 pandemic has had a significant, mostly negative impact on the higher education system: the pandemic has put universities in difficult conditions, forcing them to adapt to current events in the shortest possible time, spend significant funds for accelerated digitalization, and make decisions often without taking into account possible consequences. Especially in this situation, students with disabilities and disabilities have suffered, for a significant part of whom the unavailability of traditional methods of contact training can lead to the collapse of the formed skills and abilities. Now more than ever, universities and responsible government agencies must control the situation, improve the regulatory framework for inclusive education, and develop effective tools for solving emerging problems. Within the framework of the Round table, it is proposed to discuss mechanisms for improving interaction between universities, the RMC network and partners, Executive authorities of the subject of the Russian Federation, and employment service agencies in order to more effectively implement programs to support young people with disabilities in obtaining professional education and assist them in subsequent employment.
"Global risks and the improvement of society."
In the context of weakening multilateral cooperation and constantly changing relations between major powers, the current geopolitical situation is extremely unfavorable for the solution of many protracted conflicts that still persist throughout the world. Public health is a characteristic of one of the most important properties and qualities of society as a social organism; it is a component of the Gross Domestic Product (GDP), a function and a derivative of society. Global risk is an uncertain event or condition that, if it occurs, could have a significant negative impact on several countries or industries over the next 10 years. In international practice, there are two main ways to assess global risks: • in terms of the probability of an event occurring; • in terms of the impact of the event, if it occurs. The analysis of the main social processes allows us to conclude that all of them are aimed at creating favorable conditions for human activity. The desire of peoples for their development testifies to the strengthening of relationships between them, to the transformation of humanity into a single system complex. This complex is contradictory and largely develops spontaneously, but the tendency to solve complex, global problems through the joint efforts of peoples is clearly evident.
"Society, innovation, modern law".
Within the framework of the round table, it is planned it is planned to develop a common approach to improving the legal regulation of public relations in modern society based on the participants ' presentations. In the context of globalization, international integration, and individual economic associations, there are prerequisites for identifying new risks for the entire society and humanity, such as the pandemic (coronavirus), Ebola hemorrhagic fever, and other infections. Integration of an economic nature, economic communities or unions create the necessary conditions for increasing the role of law in modern society, the interaction of different state institutions to find solutions to the legal problems and conflicts that are developing in our society.
"Responsible production and consumption-sustainable development".
The goal of sustainable development are a universal call to action to eradicate poverty, protect our planet, improve the quality of life and improve the prospects for all people around the world. The year 2020 opens a decade of decisive action to achieve the Goals by 2030. Sustainable development, which encompasses environmental, social responsibility and events for the formation of young people's historical memory and the direction of consolidation of scientists from different countries to counter attempts to rewrite the history and results of the Second world war. The work of the roundtable is aimed to the definition important events in the history of the great Patriotic war, the most vulnerable to criticism and falsification by Western scientific schools and politicians and the formulation of scientifically based arguments-responses to strengthen historical memory in society and use in the historical education of young people. The following issues are discussed at the round table. - About historical memory and historical responsibility of scientists to future generations of young people; -Civilizational aspects of the history of the Second world war and the great Patriotic war and the reasons for their different perception in the post-Soviet space; - Historical, psychological and political aspects of rejection of the decisive role of the Soviet peoples in the Second world war and purposeful distortion of its history and outcomes; - Political, political science and economic reasons for the West's imposition of the concept of the red Army's occupation goals when liberating the Baltic States and a number of Eastern European countries from the Nazi invaders.

It is obvious that maintaining the consumption civilization (the American way of life) in the twenty-first century is a dead-end strategy. The desire of Western civilization for constant progress, understood mainly as economic growth, today threatens all of humanity. Increasing environmental pollution, depletion of natural resources, climate damage and imbalance, and environmental disasters require an urgent revision of the civilizational paradigm. Western civilization has exhausted the resources of its own development and is entering the stage of"parasitic existence". The risk-oriented strategy for the development of human civilization is mainly based on the scientific heritage of the great Russian scientists V. I. Vernandsky, N. N. Moiseev, D. S. Lvov and many famous Russian and foreign scientists. The accumulated knowledge about the features of co-evolution of man and nature is the basis for the development of the noospheric paradigm of the development of the civilization of risks and knowledge. In Russia, this paradigm is immanent in the new Russian ideology-the ideology of high patriotism and friendly attitude to nature. For the formation and development of this ideology, it is necessary to advance the education of highly educated and responsible adherents of a new perspective ideology. An honourable role in this enormous work is assigned to the Russian higher school.

"MSAL" "Constitutional reform in 2020: results and prospects".
The year 2020 was marked by a major constitutional reform in Russia. It affected almost all the institutions of constitutional law, starting with the mechanism of organizing public power in the conditions of federalism and a mixed Republic, realization of the legal and actual sovereignty of the Russian Federation, and ending with the spiritual and cultural foundations of Russian state life. Issues of implementation of new provisions in the context of changing the current constitutional legislation and bringing it into line with the constitutional novellas are of particular relevance at the present time. At the round table will be discussed various aspects of the implementation of amendments to the Constitution in law-making and law enforcement practice, the operation of constitutional norms in view of the tasks of socio-economic development, as well as topical issues of improving the international legal order. Constitutional scientists, practitioners, as well as postgraduates and students of law schools and faculties are invited to participate in the round table.
"PFR" "Risks of development of the Russian pension system".
The main principles and targets of the pension reform were defined by the government's strategy for the long-term development of the pension system until 2030. The budget crisis and negative demographic trends have made radical adjustments to the strategic objectives of the pension reform. The discussion that has developed in the expert community shows not only the inconsistency of practical proposals to overcome the crisis phenomena in the modern state pension system, but also serious gaps in the theoretical aspects of the pension system. Within the framework of the round table, it is proposed to discuss the problem of financial, economic and social efficiency of the pension reform, as well as the related macroeconomic and social risks.
